Newsflash: Department of Employment and Labour Releases Final Employment Equity Targets and Regulations
In a decisive move to enhance workplace diversity and compliance, the Department of Employment and Labour (DOEL) has published the final Employment Equity (EE) Targets and Regulations on the 15th of April 2025. These take immediate effect with the new 5-year EE Plans to be put in place by 1 September 2025 by all Designated Employers. This places an obligation on employers across all sectors to use the next 5 months to review their processes and policies impacting their employment equity compliance.

Employers with 50 or more employees—or designated by collective agreement—must implement a five-year EE Plan in line with the new sector-specific targets.

Despite consultations, the final published targets remain unchanged. Employers must adopt these objectives in their EE strategies or offer valid, documented reasons for any shortfall.
3. Strict Reporting Timelines
With about five months until the first round of reporting under these new rules, accurate data and on-time submissions are critical to avoid non-compliance.
4. Enforcement in Full Force
Fines of up to R1.5 million or 2% of annual turnover can be imposed on non-compliant organisations, demonstrating the Department’s commitment to achieving diversity milestones.
