Newsflash: Extension of BCCEI Wage and Task Grade Collective Agreement Period of Operation

The Department of Employment and Labour has extended the period of operation for the Wage and Task Grade Collective Agreement for the Bargaining Council for the Civil Engineering Industry (BCCEI), which is extended to non-parties, under Government Notice No. R. 6564, published in Government Gazette No. 53255 on 29 August 2025. The agreement now remains in force from 1 September 2025 to 28 February 2026.

This extension applies to all employers and employees operating within the civil engineering sector, even if they are not members of the BCCEI. This includes:

  • Civil engineering companies and contractors
  • Entities involved in surface mining activities
  • Workers and firms falling under the scope of the BCCEI, regardless of union or employer organisation membership

The extension is made under Section 32(6)(a)(i) of the Labour Relations Act, 1995, and was authorised by Stephen David Rathai, Director of Collective Bargaining.

As a result of the agreement being extended to non-parties:

  • Employers must comply with the wage and task grade provisions, even if unaffiliated with the BCCEI.
  • Employees benefit from continued protection under the collective agreement.
  • Non-compliance may lead to enforcement actions, including compliance orders and arbitration.

The extension of the agreement to non-parties ensures uniform labour standards across the civil engineering industry, promoting fair wages, ethical practices, and a stable environment for investment and growth.
