E-Commerce Sales during Alert Level 4

Definitions:

“Courier or Delivery Service” means a company, an employee of a company, or a person who delivers goods from one place or person to another place or person and may include the delivery divisions of retailers and delivery services set up by spaza shops and informal traders.

“Warehouse or Depot” means the premises where goods are stored prior to their distribution for sale and may include stockrooms in retail stores where goods from such storerooms are sold on e-commerce platforms.

Permitted Goods:

Subject to applicable laws, all goods except for alcohol and cigarettes may be sold by e-commerce.

Protocols for e-Commerce Retailers:

  • All regulations in terms of hygienic workplace conditions and potential exposure of employees to Covid-19 must be adhered to, including the Covid-19 OHS Measures in the Workplace Directions.

  • Employees may not share face masks, equipment, stationery, utensils, or similar items.

  • Designated trained health and safety officers must take each employee’s temperature at the start of a shift and every four hours thereafter. Records of temperatures must be kept. Employees showing temperatures of 37.5°C or higher must be immediately moved to an isolated observation room and retested. If the second test confirms high temperature, the employee must return home to self-quarantine, be provided with a surgical mask, and may not be permitted to enter or stay on the premises.

  • Retailers must give prominence to goods manufactured in RSA.

  • Retailers must provide for as many payment options as possible for consumers based on reducing the risk of transmission and enabling access to delivery for poorer customers.

  • Retailers must provide written guidelines for customers on how to disinfect goods before use when packaging.

  • Collection protocols must be put in place to ensure social distancing by courier and delivery service personnel when collecting goods from a warehouse or depot.

  • All goods must be sanitised as per DOH guidelines before leaving the warehouse or depot.

Protocols for Courier or Delivery services:

  • Courier and delivery personnel must wear a cloth mask covering nose and mouth when delivering goods.

  • One and a half metres must be maintained from other personnel when collecting goods for delivery and customers when delivering goods.

  • Courier and delivery service personnel may not enter the home of a customer if such customer and other residents in the immediate vicinity are not wearing a cloth face mask or a homemade item covering nose and mouth.

Protocols for Customers:

  • Customers and residents in the immediate vicinity must wear a cloth face mask or other homemade item covering nose and mouth when receiving goods from delivery personnel.

  • Customers must maintain a social distance of one and a half metres from delivery personnel.

  • Customers are encouraged to disinfect goods using DOH and retailer guidelines.

Commencement:

Commencement as of the date of publication (14 May 2020) and in force for the duration of Alert Level 4.
