Bargaining Council for Hairdressing, Cosmetology, Beauty, and Skincare extends period of operation of Agency Shop and Main Collective Agreements
Government Notices R. 6884 and R. 6885, published on 28 November 2025, extend collective agreements under the Labour Relations Act, 1995, for the National Bargaining Council for the Hairdressing, Cosmetology, Beauty and Skincare Industry (HCSBC) which governs salons, spas, and related services involving styling, treatments, and skincare applications. This scope binds non-parties via extensions, in so doing standardising labour practices nationwide.
R. 6884 prolongs the Agency Shop Collective Agreement from prior notice R. 4209 (22 December 2023), effective 1 January 2026 to 30 April 2026. R. 6885 extends the Main Collective Agreement from notices R. 4108 (24 November 2023) and R. 2856 (29 November 2024) over the same period.
Employers in the covered industry must adhere to extended wage, working conditions, and agency shop fees, ensuring compliance to avoid disputes or penalties. Employees gain continued protection through standardised terms via agency shop arrangements – including potential union fees – thereby promoting stability. Unions and the bargaining council benefit from sustained authority, facilitating orderly negotiations without immediate renegotiation pressure.
